Thank you for your post. I'm sorry that you've experienced what sounds like is likely to be a scam. If you've received an email purporting to be from PayPal that requests that you pay extra money to receive money that was sent to you, especially through a third party service, that would be a fake.
I'm glad that your instincts told you that there is something wrong with the situation!
