Payment on hold for over a week??

I made a payment to a merchant who later came back to me to say that he could not get and deliver my product due to some Chinese holiday. I asked for a refund but he claims that the payment is on hold and will refund when it is no longer on hold. Its been over a week now and he keeps telling me that he is unable to refund because it is still on hold. 

I am also not able to get any paypal rep on the phone to help me .

 

Please help community. What do I do?
