Payment on hold for intangible goods

Hi,

I have a payment on hold for several thousand dollars for almost a week. I invoiced my client and it was paid right away, however, PayPal decided to hold the payment. Since the services provided were software services, there is no shipping or tracking. I updated the status regarding the delivery date of the service the same day my client payed. Now, I am seeing a message for the past 6 days that my money will be released 7 days after verification.

What kind of verification is Paypal looking for? Do they send a communication to the client? If yes, what kind of communication should my client be expecting and what is the client supposed to do for my money to be released?

I have tried calling customer service several times and there is NEVER somebody available to talk and the recording you get that "your call can't be taken due to high call volume" is a complete fabrication because I have called at 9 am or even before. You can't even open a case online or send them a message regarding the issue. This is the epitome of horrible customer service and I regret using them in the first place.

Any help will be appreciated.

With payments received for tangible goods Paypal would request valid tracking information confirming the funds have been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. As you have received the funds for a service or virtual transaction no tracking number is applicable and Paypal would be unable to release these funds any sooner than the 21 days.

If you mark the transaction as processed or shipped then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner. This is not always guaranteed.
