Payment on Fivver declined

Whenever I try to buy something on Fiverr with PayPal it says this "

Sorry, we weren’t able to complete your payment or set up preapproved payments at this time. Please return to the merchant and choose another way to pay." What can I do?

Are you using your PayPal balance to pay? PayPal balances must be converted to PayPal Cash/Cash Plus accounts in order to use the PayPal balance:

What can I do with my personal PayPal account, PayPal Cash account or PayPal Cash Plus account?

Do you have a bank account and/or card linked to your PayPal account?

Also switch off and on your wifi/data connection as bad, weak, unstable signals can interfere with processing.

Try connecting your PayPal account to fiverr as a payment method first if it doesn't let you pay via log in at checkout.

How do I convert it to PayPal Cash? And yes I do have a credit card linked to my paypal account.
