Payment of any kind don't go. To another PayPal account or to Ebay nothing goes through. Always same error message: Try later again. And customer service don't give right answer, always some new answer which don't work. I try also from desktop computer and nothing. Still l receive money but not pay
Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.
