Payment missing

I claimed my money as per the email I got but it's not in my account why and what can I do to rectify the mistake

i received an email from PayPal on the 8th October and clicked on claim money but it isn't reflecting in my account.

 

I tried to contact PayPal on the message centre but it keeps telling me there is no agent available.

The number we are requested to phone is a US number and it seems there isn't any support for other countries besides the forums.

 

Is there an email address we could use to contact PayPal?

 

I need an answer before 7 November apparently.
