Payment hold without shipping payment not pending

Does anyone know if PayPal will hold a payment due to the shipping fee not being paid

If understand you correctly, is this a shipping fee a seller charged you and did pay it?

If you have a negative PayPal balance, then the negative amount will be deducted from the incoming payment.

I received a email in my spam saying to pay a shipping fee immediately before funds are released
