Payment got reversed to a unknown PayPal account with my gmail address

I try to buy an item from eBay using a credit card. It failed because Paypal won't allow. 

Yes, Paypal stops my credit card payment and my eBay account doesn't even link to Paypal. (FYI, I use my Gmail address to log in to eBay, and I use my outlook address to log in to Paypal)

Then, I got an email to my Gmail address saying my payment is reversed,  but there is no PayPal account link to my Gmail address. 

Does anyone know how do I get access to my "ghost account"?

Thank you for your post and welcome to the Community Forum!

When a refund has been issued or a payment is reversed, the money will go back to the original funding source. If the payment was completed with a card through eBay, the funds will be reversed to the same credit or debit card. In this case, it usually takes 5-7 working days, but it may take up to 30 days for the money to show on your funding source.
