Payment didn’t go through

Greetings,

I am trying to buy items online for some days but I haven’t been able to. I’ve used PayPal before, my email has been confirmed, my bank account has been confirmed I have enough funds, it’s a small purchase of around 4 Canadian dollars. I have always used this card on PayPal and this is the first time I’m having issues. 
What is wrong? I am in the European Union
