Payment declined.

My payment gets declined every single time when I try to send to family overseas or buy digital goods off someone. It's stopping me from paying my loved ones and purchasing things I need online. My account isn't limited or anything, there's nothing wrong with it. Please, if anyone knows how to fix this, tell me.
