Payment declined due to regulations?

Greetings. I believe the title is self explanatory. What I do want to know is what sort of regulations is the declination based off even. It'd be nice if it was more specific so that I can actually troubleshoot.

Read the user agreement for your country, should be in there or on the list of documents under that user agreement.
