Payment decline to netflix

I was using paypal to pay netflix. Right now i get an error message “not able to set up preapproved payments @ this time” I contacted netflix they say its paypals problem. Please help

After many communications with their tech support, they don't want to fix this issue.

My guess is they lack the knowledge on how to fix it.

So, my conclusion technology improves , Pay Pal doesn't
