Payment completed, order did not go through

I made an order on a website and paid with PayPal. The payment went through immediately, and I was sent back to the site to complete my purchase. However, there was no indication that they had received a payment and I was unable to complete the purchase. I have tried to contact the seller through Facebook and the phone numbers and links PayPal had provided; there was no contact info on the website and they indicated that their customer service has been scaled back due to Covid. I tried to file a dispute with PayPal but it was denied, as it did not meet their definition of a dispute. The items still show as being in my shopping cart of the website, five days later.
I either want a refund or my items. What should I do?

Difficult to advise if you don't say what it says next to the transaction in your paypal account ie unclaimed / pending / uncleared / sent / completed / payment.
Advice is voluntary.
