Payment Withdrew and on hold

Hello,
I have paid an invoice and the fund withdrew from the bank account even I got an error message. I check with the bank and they told me the fund on hold between Paypal and Bank Account. What can I do?

Are you funding the payment via a debit card? Only as far as i can see you can't add a local bank account in your country.

Yes, I Linked the account with my debit card in Saudia Arabia, and the credit charged with the amount required, and then it is withdrawn and on hold now between the bank and Paypal.
