Payment Sent but Not Received

I sent this guy money to pay for printable concert tickets he’s going to email me in return. I’ve cross referenced the email address multiple times and there is no typo, my account has been debited, the transaction initially said pending but now just says sent. This guy is telling me and has sent proof that there is no payment gone through and he has not received the money. He told me his email address is confirmed and verified with PayPal so that can’t be the problem. Does anyone know what could be going on here?

Was it an item you were purchasing or a gift payment, how did you pay goods / services or friends / family?

If its marked as sent in your paypal account then it has completed through to the email address you sent it to and that email address was linked and verified to a paypal account.

However he does not have to say he received it as you sent him a 'gift'.

 

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a “gift” payment, there is also no Buyer protection as no goods or services should have been exchanged.

If he was not a close mate or family member you should never use that option as it enables the seller to evade his paypal fees and negates your buyer protection at the same time. That is also why you would be unable to open a dispute apart from an unauthorised transaction (eg your account was hacked and used without your consent).

You also risk having your account limited for using this option when you are purchasing goods as its against Paypal rules.

Your only hope is if you funded your paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately again as it was a 'gift' of money they may decline as well.
