Payment Sent - Pending

I see the above status for a transaction I made. Amounts gone from my bank but the recipient has not received the money. No email support and unable to get through to customer care for INDIA, any idea what's happening??

What country is the recipient in?

If its India as well then have they set up their account to be able to receive paypal payments as per link?
