I tried putting through a payment on and it gave me error twice but yet in my bank account I see the funds being held for both attempts yet I received no email from paypal and it is not reflected on my payment activity screen. The order is not put through on the website of purchase either. How do I reverse or cancel the payment.

I personally can't give you an answer as you aren't giving enough details but i can say that if it shows up on your bank statements but not on paypal then they will be taken off your bank statements after a few business days if the transaction is not completed. I recommend you get into contact with your bank to cancel this transaction.
