Payment Error

I recently made a payment and categorized it commercial instead of friends and family, therefore the recipient was charged a paypal's fee. The recipient has not accepted the payment but my activity for this transaction shows that it is completed so I can not cancel. A couple of questions, will this transaction eventually be canceled? 30 days? Or will it go through? I'd like to reissue the payment but am concerned that the transaction will go through. The messaging system has. not gotten back to me and its been almost 24 hours.
