Yes, it does that if your main payment method is PayPal balance because the system finds there's enough in the balance to cover the charge and then the temporary charge on the back up card is released.
In the transaction details it will say "Paid By PayPal Balance backed by CARD XXXXX". In a few days, it'll switch to "Paid by PayPal Balance" or whatever the ultimate payment method would be.
