I was paying for an item I purchased via paypal and Chinese writing came up on top of screen so I didn't click pay now - I only have created a new paypal account is this normal for this to happen? thanks

Maybe the seller is China-based.
Maybe your browser cookies saved the language to Chinese.
Maybe its a sign to not to go ahead with the purchase (I wouldn’t), do more research on the site for any scam reports and shop at a retailer you are familiar with since you are a new account holder and not yet privy to the dark side of online shopping.
Some would argue that is how you gain experience though.
