Payement problems

i’ve made a payement in euro to a friend from Russia. I’ve sent her 340€ but she recived only 313 €. The payement was made as ff. I want to know why this happend

Welcome to the PayPal community forum. 

Did you use a credit card to make the payment? If so then there would still be a fee for sending a friends and family payment. To check the fees go to the bottom of any PayPal page and click on the fees link.
