PayPal won't let me authorise a payment?

I sent two large sums of money to someone. The first one was sent but for the second payment, PayPal sent me a text saying it was suspicious and that I need to reply with "1" to confirm it is authorised. When I did, the reply was that my phone number or email address was invalid and that there needs to be no country code. On my account, all of my details are correct and up to date, with no country codes for my phone number! Could anyone advise what to do please? This is the first time I have had this problem. Thank you.
