Hello. I am a buyer in an ebay mininter. Order number 04-07029-99869. The seller gave the tracking number CY547167585DE. Please note that the parcel did not leave the territory of Germany and was returned to the sender. And I live in Kyrgyzstan. The seller made a refund directly to paypal, but the money has not been credited to my account for 8 days. Paypal status * pending *. Question: how long does the process * pending * take? What should I do next to get the money back for the unreceived item?

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
