PayPal forced Donna Wright to fully process an eCheck on 3/20/19. Even after she as sender, and I as receiver both called while payment was, and still is pending, asked for it to be cancelled because she meant to send it as instant payment. Now as of today 3/26/19, PayPal is still holding the payment as pending. PayPal would not allow either of us to cancel. How and why should this be allowed to happen?

Paypal can't stop a processing payment from someones bank account.

That payment starts to process the second that they click to pay.

You could issue a refund BUT the refund won't complete until the original bank transfer has completed.
