Whenever I choose the PayPal option on another online website such as vans, it tells me to login then when I do, it just sends me to the website and nothing happens.

Have you tried a different web browser? I know sometimes Google Chrome has problems with the PayPal website.
Also, have you checked your PayPal Resolution Center to see if your account has any unresolved issues?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
