PayPal is declining customer AMEX

Hi,

 

we're a digital marketing consultancy based in UK, & a US customer is trying to pay us using their AMEX card.  The message they're getting when they do is "Your credit card has been declined.  Please try another one".

 

Is this an AMEX issue?  They've tried three different cards, I've edited the invoice to ensure the address matches the one to which the card is registered but no luck.

 

Any advice/answers gratefully received.

I try to pay with my AMEX card also but same reason "Your credit card has been declined , Please try another one " I try to do for 4 times but doesn't work

-I call to AMEX call centre  they told me my card can make a payment have nothing problem , could ask Paypal about the problem 

 

if AMEX card can make a payment please let me know also
