PayPal has been unable to process pre-approved payments for 13 days - what's going on?

I've been trying to set up an account with Netflix. They inform me the transaction is being sent to Paypal and that the error I'm seeing is coming from PayPal not from Netflix. PayPal keeps telling me to go back to Netflix, but Netflix cannot fix it. When will PayPal allow for Netflix subscription billing?

Just a correction - I mentioned 13days in the title. The actual start date of this mess was May 27. I just tried again and sent a letter to execs at PayPal. Hopefully they can send this info to the right person. we are 23 days and counting....
