PayPal doesn't accept my visa

PayPal deson't accept my visa card. How to resolve this?

Check with your card issuer to see if your Visa is enabled for online use. Then contact customer service for assistance to reset the card:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Say "Live Agent" to the automated recording.

My Visa is completely enabled for online use and yet PayPal will not issue my payment to me. They say it has to do with my identity verification, and every time I try to submit verification they say it is still not enough because somehow my primary account was established with my nickname, don’t know how this happened (I have tried to submit valid drivers license, bank account statements etc.) and I don’t even have a PayPal card, I just sold something on eBay. (So the payment automatically went through PayPal.)
