PayPal credit

Hi I would like to send money using PayPal credit, is this possible? It does not give me the option to use this payment method? Any ideas why?

You can only use it to pay merchants and not personal payments in the UK.

Also some merchants don't add it as an option to their sites and paypal does not always offer it during checkout.
