I have looked through the topics and found no answer that works. Is there anyone with a fresh idea on how to solve this? PayPal customer support is unavailable.

After experiencing this error, I funded my account via my bank account. So the amount I need is now on the Paypal balance. Tried paying (on Upwork) using Paypal balance but got the same issues.
I will appreciate any trouble shooting suggestions
