PayPal Commerce 'pending' problem

We have implemented 'Pay with PayPal' using our client's PayPal Commerce account in the USA. We're finding the payments (made by credit card via PayPal) remain in 'pending' status. Some go through, others do not. But we never get an immediate 'transaction complete' confirmation and yet the money is taken and the payment proceeds without issue. PayPal Support is abysmal, poor or no response and there is zero telephone support - disgusting for a billion $ income company! Useless.

 

I am told this is part of the newer PayPal Commerce product that has replaced the old PayPal Standard product they offer. PayPal Standard never gave us issues like this.

 

Does anyone have any clues?
