Baring PayPal security system doesn't get triggered:
We can send up to $60,000, but may be limited to $10,000, in a single transaction. (This amount can vary, though, depending on your currency.)
Recipients accounts ought to be verified by adding and confirming a bank account (or applying for and being approved for a PayPal Credit product) for best performance because PayPal accounts initially have limits (sending, receiving, withdrawing). Verifying lifts these limits, then converting your PayPal balance to PayPal Cash or Cash Plus account to use PayPal balance features such as keeping money in the balance, and using the balance to make payments.
Verifying account is different from verifying identity (CIP) should your account be limited for identification purposes.
