PayPal - Add card to PayPal account issue

Hi, 

 After login into PayPal portal, I am able to add CARD details. But When I used PayPal Account to "international transaction " for online course purchase , I am getting Error like -" Add card to PayPal account issue" also Card details are not appeared .  Please need help , asap.
