It's been 2 hours and the payment shows completed on the PayPal dashboard but pending in the bank account. What do I do?

The 30 minutes is not guaranteed unfortunately, all you can do is wait it out until it hits your bank account.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
