Pay on ebay through paypal failed

I want to buy an item on ebay, however, seems seller only accept paypal.

As a result, I linked my paypal account to ebay.

When I try to proceed checkout through paypal, it shows message below:

Your payment didn't go through. Please select a different payment option and try again.

I want to what is the issue and how to solve it?
