I realize this is an old thread but has Pay after Delivery stopped because of the Covid-19 crisis?

Only in your country. 

Its still available in the UK where the other posters mainly are from.

I live in Canada and used it at least twice a month up until 3 weeks ago. Mostly on Ebay. And only from Canadian sellers. PayPal has stopped the service before in other countries because it was not profitable. I'd imagine no country is profitable for them right now.
