Partial refund agered from seller but case closed by Paypal with no refund

I had a case open where the seller agreed to a partial refund, I had declined this partial refund as the amount was less than I expected.

The partial refund was for the goods that were returned but did not include the postage costs.

But Paypal closed that case leaving the seller with both my money and the goods, and I cannot reopen or do anything to progress getting my money back.

I appears that when my case was reviewed it was actually not reviewed.

 

Trying to get in contact with Paypal is impossible, phones/email/messaging/facebook nothing works, what gives?

Does anyone here know how to actually contact Paypal?

I have tried the option on the bottom of every page but no matter what options I go through, there is no option to chat or email.

I also tried on Facebook but its an automated message service with no service agents available.

 

The only one that seemed to work was to make a formal complaint, sent a message to this on the 20th August....and nothing since!
