I AM USING MY PAYPAL BALANCE TO MAKE TRANSCTION. BUT IT SAYS TRANSFER DECLINED A LOT OF HEADACHE WITH THIS PAYPAL PAYMENT SYSTEM

Have you done this?
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in the balance option?
2.
Are the funds in your paypal in the correct currency? Only paypal will only automatically convert from a linked bank account or card.
3.
Are the funds cleared and not pending?
