I buy something on ebay for $160. Ebay debits my account. Transaction is canceled because "Paypal couldn't process this payment, try again". The $160 is not returned to my account.
I'm sorry to hear you're running into some issues with a transaction. Normally, a refund is processed back to the funding source within 3-4 business days. Here's a Help Center article about refunds you may find helpful: Where is my refund?
