This kind of topic was posted back in 2011 with no solution at all, so here's 2018 and i'm having the same issue. On 11/11 i ordered an item through Paypal that linked to my bank account. The transaction process on that day was failed right after i've submitted the confirmation order because the e-shop servers was jammed due to big sales on the exact time and many people checking out their orders right after and cause massive traffic. On the same night i noticed my money was on hold when i can't make another purchase through normal method without Paypal, so i canceled the order and contact the seller asking for refund. Next day, my money is gone, i've contacted the seller again, he said my order has canceled and refunded with confirmed proof shown that this order will be issued to Paypal. I already made my report to the resolution center and no respond till now.
