Read the screens carefully as it may be asking for a back up payment method (credit card).

I already have a card on there and that's what it's been using. It used to always do balance 1st and now it won't even show that option.

Same here. I have a balance enough to cover a purchase, and a card on file, and I am now just getting the pay via Visa option.  Which defeats the point of wanting to use Paypal.
