Option to dispute

I called the seller cancel the order after I made the payment through Paypal, and informed that i should get the refund after 3-5 days. The time passed i liked to open a refund dispute. What should option i should select? Is it of billing issue? because it is not unauthorized activity, or did not receive the item (i canceled the order), nor item is not as described. How much is buyer protection cover for my payment? If my dispute and claim cannot get back my refund after paypal dispute, could i still ask chargeback from my credit card issued bank?
