There are a number of reasons a payment might be on hold. You will find more information on this process here https://www.paypal.com/ph/smarthelp/article/why-is-my-payment-on-hold-or-unavailable-faq1987 . If this does not apply to you I recommend checking your Resolution Centre. This will show you if there are any open disputes or claims that are causing your payment to be held.
