I have been attempting to flag up fraud with PayPal. Trying to alert them early that an account is fraudulently taking money wishing that they will take steps to block that and protect their members money. However PayPal is not interested in cutting fraud and want you to wait for five days while they steal other peoples money. They have no system for speaking to a person to allow fraud to be prevented.
