Not able to perform transactions or change profile data

Today 1 did one transaction and after that it was not possible anymore to do more transactions. Everytime I try to transfer money I get a pop-up message saying "Sorry, we weren't able to complete your payment at this time. Please try again later." 

 

Also if I try to change my profile data, such as an adress I get a red box with the message: "Sorry, there's a problem. If you keep seeing this, please contact customer service."

 

I already attached my bank account to my paypal a while ago and I also verified (ID and adress) my account a few days ago.

 

Can anyone help me with this probilem?
