I'm from Nigeria and I attempted to subscribe to Spotify premium with PayPal and it didn't work out. But PayPal debited me to confirm that my account was working, and my money hasn't been returned. Now people are telling me PayPal doesn't pay Nigerians... Does that mean I've lost my money?

No, PayPal can do refunds to cards in Nigeria, you just cannot receive money into the PayPal balance for personal payments or for sales, that's all.
The temporary debit will be returned in a several days, up to 30 days, depending on your card.
