I received an email last week allegedly from Ebay stating there was a change to the selling agreement or some such thing and requested my social security number. I did not provide same, but is this a legitimate Ebay email?

Never heard of ebay asking for it only paypal.
However NEVER provide that sort of information via a link in any email, if it was real paypal would tell you to log in normally (and not via any link) and supply the information whilst logged in on your paypal account via the resolution centre.
Advice is voluntary.
