New PayPal account: why does my account declines receiving credit card payment for guest via email

I just set up My new PayPal account, I tried sending payment request via email and the customer is trying to make payment as guest using credit card but it keeps declining the payment. Is there something I missed on the settings for receiving credit card payment via email?

Thanks for asking your question in our Community and welcome. 

I understand that you want to receive Guest payments. I am afraid that there are several reasons why guest payments would not be available. There is less seller and buyer protection when it comes to Guess payments and in general, they are less safe.

It can be that the buyer already has used this option to many times and in order to make another payment, they need to open an account. 

The guest checkout option is not available in all countries.

Our security system can deny the payment. 

If you are in a country that supports Guest payments you also need to make sure that the Settings are correct.
