Okay so i have a friend who is making a new account to transfer me some money today. The account its being transfer ed to is not a new account, i have had it for some time now. What i want to know is: Considering her account is new, will PayPal withhold the money she is sending me for a certain period of time and if so, how much time could that be? She is not sending it from her bank account, not credit card.
