NEGATIVE BALANCE SOMEONE HELP

ITunes have gave me a refund of the transaction but now paypal is chraging my paypal account?? and everytime i try to **bleep**ing call them they hang up been trying to call them for over 7 hours now and they keep hanging up. I have already been charged once with a nsf fee from my **bleep**ing bank. i wanted to cl0ose my account but they said i have to wait 60 days. this is all **bleep**ing **bleep** i need help. before i get more nsf fees

If you funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
